I can see any reason why you can't declare an array of the size that is stated - just make sure you declare it in 'CODE'.
I think we are discussing 38k or so here, so "fit whithin 64k" is not an issue. I have a Keil problem (not array, but struct) that may apply. The Keil C calculates the address of struct members using 16 bit math and thus if your struct cross a 64k boundary it will screw up. I have contacted Keil on this, but so far no (positive) response.
