In hardware manual is written, that UART levels are 0V(LOW) and 2.65V (HIGH)

Look carefully: is 2.65V the threshold for a 'High', or is it the maximum valtage that may be applied to the pin?

... MAX2323 or MAX2328 which has TTL/CMOS otput levels (0V,5V). [/quote]
I presume you mean MAX3232?
Look again at the datasheet, for the definition of the logic levels.

Is for comunication to UART on terminal enough to connect RI,TI and GND signals ?

Check the Falcom Manual - you may need to tie some lines to specific levels, and/or set options to disable hardware flow control, etc.
