The strobe is maybe too short.
This is unrelated to the step delay. In fact you should switch off the strobe between steps.
You are supposed to deliver enough energy to the heating element to "cook" the paper. You should find related data in the datasheet + some data for the paper, it is usually given in mJ/dot (around 0.30 mJ/dot or so). If you can't find it, try experimenting.
Is your Vpp powerful enough? Check with an oscilloscope diractly at the printer's connector, if it does not drop during firing too much.


And listen to Ian, he has many good points - you need to latch data first.

Try downloading it, it has a good chart for the step/data loading/latch/strobes timing, very illustrative; and also goes into detail for the strobe pulse calculation.
