Its pure mathematics:

The minimal base frequency must be the maximum output frequency / relative resolution:

f = 25Hz / (0.01Hz / 25Hz) = 62500Hz

Then:

62500Hz / 2500 = 25.00Hz
62500Hz / 2501 = 24.99Hz
...
62500Hz / 6244 = 10.01Hz
62500Hz / 6250 = 10.00Hz

For square wave output you need two edges and thus the base frequency must be doubled (= 125kHz).

In practice you can do it with the T2 square wave generator mode.
