You could do one of...
1) Purchase a source code license for Windows2K 2) Contact Phoenix for details on Host Controller software license support as similar to that found in their modern BIOS with bootable USB CDROM support. 3) Look through this forum for mention of Cypress USB host support that is supposed to be in development.
