We had hoped to obtain an analog representation of fluid level.

We didn't really need an analog value, so we ended up using a commercially available optical sensor which has a plastic dome over an IR LED and phototransistor. If a medium outside the dome has an index of refraction different from that of the plastic the IR light will be reflected to the phototransistor. If the index of refraction is similar to the plastic the IR light will escape and the phototranistor will be off.

I think it's called total internal reflection.
