Andy,
The common and easy solution is to put the external memory into the address slot 8000h to FFFFh. Just use A15 as the external chip select of the EPROM (invert as required). Do you really require a concatenated 32k behind the 8K block? Is it worth the cost of additional circuitry? If yes, I'll look more closely.
