Well, it does toggle, but only once, during start-up. Could you be more precise as to "if it toggled". Do you mean it as in "if it constantly toggled" or just as "if it toggled once"?

It must toggle once (or you would not initialize) it must not toggle more than once (or you would initialize again (and again and ...))
