First use an anolog meter if available. Digital multimeters can be inherently unstable or at least they are not great for traking changing signals.

If you must use a digital multimeter put a 100 uF capacitor in parellel with pin 16. If that is still unstable try 1000 uF. It might be helpful to put a 100 k or so resistor across the capacitor.
