i did a mistake that is serving watch dog strobe...
finally i got that forgetten serving DS1232 IC strobe.

is it a good idea to use interrupt like this
so that interrupt is generated approximately once for every 31uS.

Good? I do not know, it is one idea. I would use T2OUT which works without in any way affecting other operations.

is there any other methods to generate such as using PWM?
Yes, use the PCA, read all abot it in The PCA cookbook
