Mohammad,
Its pretty easy to make a little board with a PLCC socket on it, and then with pins on a 0.1 inch pitch to go into your plug board. Personally I wouldn't prototype on plugboards though, I'd get a matrix pad board and a PLCC through hole socket and wire/solder it all that way, much much more reliable, especially as you wind up clock frequency.
