Counter counts upwards. Modify your reload value accordingly.

Also, you don't want to wait until the character gets transmitted - that won't spoil the timing in this exact example, but you wait in the routine unecessarily long. See Jon Ward's recent comment on placing the test on RI/TI flags BEFORE the transmission.

Also, you make a small error, as there is some time elapsing between the timer overflow and the reload (so the processor spends more ticks than you intended). If you aim at really precise timing, read the article on precise timing on Peter Dannegger's webpage.
