Counter counts upwards. Modify your reload value accordingly.
Also, you don't want to wait until the character gets transmitted - that won't spoil the timing in this exact example, but you wait in the routine unecessarily long. See Jon Ward's recent comment on placing the test on RI/TI flags BEFORE the transmission. Also, you make a small error, as there is some time elapsing between the timer overflow and the reload (so the processor spends more ticks than you intended).
