The PROG commands are intended to "burn" it into attached EPROM (but it needs also some additional circuitry).
I do not know anythong about BASIC but what Jan states above does tell me what the problem is. Two possibilities a) the "additional circuitry" is missing 2) programming really suck current and thus the batteries can not deliver enough voltage.
