Ignore the size restriction and make one. Then you can worry about compressing it. I would hate to debug code without an ICE, and I know of no ICE that can attach to a bare die.

When making the "full size" version, make sure you only use components available as die.

If this is a contract, make sure you get some money even if you can not meet the 10*10mm requirement.
