I know one can see that it IS blinking if it blinks at 20Hz and 40Hz, but are you able to determine the frequency of what you see, without having an opportunity to compare? Well you might have the skill, but if not, then if somebody would present e.g. me a blinking LED and ask if it is 20Hz or 40Hz, I doubt I could say...
