Actually, in older VGA cards there was always a part called RAMDAC - as its name suggests, consisting of a fast RAM for indexed color lookup table, and a triple video-speed DAC.
However, there are two limits when it comes to color depth (and resolution, too) - one is the access time how fast the displaying device (microcontroller) can access the framebuffer (here: external RAM); the other is how fast the drawing device (here: the same microcontroller) can fill up or manipulate in any other reasonable/required way the same framebuffer (i.e. how fast it can "animate"). Btw. the internal RAM of the DS89C4x0 (as is the internal RAM of the vast majority of microcontrollers) is too small for a decent framebuffer, even if it is less troublesome than the external RAM.
