Yes, they are large indeed! Once I measured some nF with a 500VA toroidal mains transformer. In this case a 100nF cap between PE and signal ground (of RS485) at "E1" should suppress the mild shock.

Nevertheless, this doesn't explain the malfunction of your RS485 loop. Look whether the "E1" has a proper termination resistance at its input and use a LT1785 as driver.

Take also care about what Erik stated: If two or more such devices "E1" are connected, then only one termination resistor at the recieveing side is allowed: One at the driver and one at the farest distanced reciever. I assumed, that only one such device "E1" is connected.
