It's very likely that a ladder logic interpreter could be implemented in a MCU, even an 805x type.
I would not even think of doing that, just look at the size of whatever 'ladder logic interpreter' you have 'lying around'. Sure, if you make the interpreter so simple that it is 'for all practical purposes unusable' it may very well fit in a '51.

I do not think that is what David does, his website show a CD with a 'ladder logic interpreter'

Anyhow I do believe that I have seen a PLC (the control unit operating off 'interpreted ladder logic') that had a '51 in it I believe it was one of the relay manufactureres that made it.
