Not only does this board expect a binary data sequence but it uses its own command protocol for erasing, reading and programming the device. Knowing the protocol you could write a Linux app to talk to this programmer but I don't think a standard terminal app is going to be sufficient. If you could convert the data to be programmed to binary then you could probably use gtkterm which allows you to send characters form the keyboard followed by files and I think it also supports XON/XOFF.
