I have a hard copy of an Infineon (nee Siemens) document which describes the JTAG for their C166.
I'm afraid I can't remember the URL, but the document reference seems to be something like "HL DC TO"
Might be worth searching their site?

I seem to remember seeing something on one of the GNU sites once?
