From the schematic you show, the ZC (Zero crossing) pulse to EXT0 is normally low. At the zero crossing, it is high. Are you ssing edge triggered interrupt style for EX0? Are you saving the registers you use in the interrupt?

I know you are an advanced user, still I dare ask as we all make mistakes sometimes. I do hope you do not mind.
