This is a low cost application > AT89C2051 but unfortunately the built-in comparator I cannot use for zero crossing since AT89S2051 is not yet in demand in Kolkata,India and I am forced to develop on AT89S52.

If (as I guess) this is a high volume project, then what is the problem with, for development, paying $50 for having 10 chips flown in? For production, what is $50 when split between 10.000 chips?

I have seen, I do not know how often, the concern about development costs sabotaging a whole project.

Yes, for one offs development costs mean something, but for a thing like this, 'saving' on development is COSTLY.
