Hello Adam,
There are two ways you can accomplish this task. One is with a microcontroller which is a trivial task if you have the experience to handle writing the program either in assembly or c but if you don't have the experience that would be the hard way. The other way to accomplish this task is to use an integrated circuit which doesn't require any programming knowledge. The LM558 was built for such a task. Below is a schematic from an application note which might accomplish solving your problem. There is still lots of other things to consider.
