The switchmode psu's I'm talking about are your standard AC/DC modules that aren't potted. You'll find these everywhere - your laptop charger, inside your ethernet hub etc etc. They normally have a UC3842 8pin ic to run the show. Normally around 10 - 40W which is your required power range.

Worst case, you'll have to unwind the transformer and re-calculate the required number of turns for the input and output voltages. A hot-air gun helps to soften the varnish used to hold it all together.

You've also added some critical extra information - that the input might be down to 60V. Be sure to specify the range of expected input voltages in future!
