William, the answer is of course yes, however, be prepared, that the solution is not trivial (i.e. not consisting of one or two 74xxx-s and a couple of resistors). Besides commercial device programmers, it should be possible to use those "amateur" programmers which are based on a microcontroller and connect to PC via COM port - then, any commonly available USB-to-COM "cable" can be used for them (alternatively, a USB-to-serial chip can be already integrated on the board). An example of such is biprog, but there are numerous similar on the web. Please don't attempt to use an USB-to-LPT cable, these simply won't work for this purpose. Jan Waclawek PS.
