I measure the supply current(max232 not connected).
8 ma for old chips after "touchless" and restart(when they are ready for ISP). And 0.2 ma for the new ones. I guess you do not have the ground connected and what you see as "supply current" is leaking from the port pins. is this ONE chip or 'a bag of chips" ONE chip CAN be defective (e.g. exposed to ESD during shipment).
