As has been mentioned already, many DPMs are set for either 2 volt or 200 mV input. I suspect there's an interaction between the resistor divider (attenuator) being used to reach the DPM's range and the one used to set that range DPM's, particularly since the output impedance of the attenuator is so high. Perhaps he needs a buffer stage between input attenuator and DPM.

Now all we have to do is persuade the Jprao to tell us what he's learned.
