I can understand your frustration - the web is full of contradictory and often straight wrong advices regarding this topic...
Search this forum, and focus on the "dot matrix gospel" of Erik Malund: NO MULTIPLEX (especially for newbies with only 2 weeks at hand). Then, it reduces into simple "how to drive 64 LEDs" question, for which Erik has the simple answer - use the integrated shift-latch-current source ICs. Of course, this also excludes using of ready-made 8x8 or 5x7 "bricks", and you have to use discrete LEDs.
