2> even though Vcc fluctuations may be there, they will in the small visinity(remember MCU is not restarting or hanging). hence if supply is 5v fluctuation may make it 4.9 or 5.2v. A zener say 2.5v will give almost same o/p for 4.9 / 5.0 / 5.2 v.
