These two formats (and their respective binary forms) are competing agains each other - one from Altera and other from Xilinx. While JAM is more capable than SVF, as far as I have found, there is more support for SVF in third party tools (I am no programmable logic expert so this is a rather limited experience). Theoretically, SVF can be converted to JAM, but not the other way round.
