The IGBT short circuit protection works as follows:
Most IGBTs can withstand short circuit for 200 ns (check the datasheet for your specific IGBT). So what you do is monitor the VCE of the IGBT when it is on, if a short circuit occurs the VCE would rise above its nominal value. If this VCE kept high for more than 200ns or so you just switch off the gate drive and keep it latched and turn a red LED on indicating short circuit load has occurred.
