Just out of curiosity I wanna ask, Is it for some casino game or something?

The reason I am asking you is at my first job I worked for a merry game manufactoring company & designed 6 games successfully in a span of 1 year, with winning % matching set %(has 4 different settings). Two circles with numbers 1 to 8 are rotating & combination (generated using random numbers) deciding win / loose with multiplier (again generated using random number) indicated on 3rd circle. After reading your post I felt you are expecting similar.
