I wasn't referring to the safety of the device, but to how secure it needs to be against intentional attacks (i.e. cheating). And if there's money involved, I would say it's fairly certain that you'll face the problem of cheaters at some point. Even if there's not much money to be won, there may be people trying to cheat just for the challenge.

And the more easily the state of the PRNG can be deduced from external measurements, the easier it will be to cheat.
