There is a free parallel port device driver available from DriverLynx (port95nt.exe) - but you will have to run your programs under Windows (windows executable, such as Borland C++ Builder, Visual C, Visual Basic), not dos.

Still, it's pretty easy to manipulate the ports directly once the driver is installed, and you know how to write windows programs.
