For most devices, write/erase means one cycle. Erasing a memory location/sector sets all bits to 1, writing can only set a bit to 0. Hence, you can't "write" to a certain bit multiple times without performing an erase. (However, you can "erase" a bit several times in a row, since usually the internal logic of the device sets (writes) the whole sector to 0 before it starts the erase cycle)
