No, it certainly usn't just Atmel.

Triscend used to use it, and I'm sure I've seen it elsewhere...

And the device in the Thread title speaks of a "2-wire serial interface (I2C®-compatible)" - note that they are careful not to say that it actually has an I2C interface...
