Unless you have some specific requirement, an ARM has got to be the one to go for. ST have ARM9, ARM7, and Cortex-M3

But if you want a really cheap introduction to Cortex-M3 with everything in the box, I'd look at the Luminary Micro kits:

You get a board complete with JTAG debug adaptor and an evaluation toolchain.
The free Code Red tools give you no code size limits, but are locked to the devkit (a full paid-for licence removes that restriction).

Although you can get cheap boards for the STM32; eg:

you then have to scrabble about to find your own JTAG adaptor, your own toolchain, and work out how to fit them all together.
