Based on the HD44780 datasheet, you should allow about 40 microseconds between transactions after the setup is complete. Of course, if you monitor the busy flag, you will always be able to time things properly. Don't forget, the busy flag isn't valid until after teh setup is complete, so you have to time the setup open-loop, but in accordance with the spec's.
