I do not know about the T89......; however if you use the Philips P89..... instead and use FlashMagic from www.esacademy.com it works as a champ. As you are using the Atmel chip, replacing it with the Philips and using FlashMagic will tell you if your board/code or the Temic chip/download is the problem.
