It depends
1) some chips are 12clockers, sone ar 6, some are 4 and Cycnal is 1
2) Dallas, for one, allow you to stretch the cycles for external RAM with some of their chips.
3) you may have chip select logic that introduces some delay.

It is not pantyhose, one size does not fit all.
