Do Ports 1 and 2 Float ? The answer is no, they are pulled high. It may be a weak high, but they are not floating. If they did not require floating, they should have not requested floating. They should have requested relatively high impedance vcc.

#2 Atmel being on your side does not defeat Murphy who is always against everybody. Static, reversed/damaged chips are not things Atmel is thinking of when writing how to program their parts with this method.
