You can determine everything with an o'scope.

Monitor power as applied to the processor (What voltage is applied to the processor 5V/3V?) as you also monitor the RESET as applied to the micro. How long is the RESET after power has stabilized?

Monitor the RESET at the processor and monitor ALE to determine the operation and latency of the OSC.
