I have just heen through this process (updating 2000 LEDs with 3 different patterns continuously to create color) and here is the skinny:

at 50 Hz most people see flicker
at 70 Hz abt half see flicker
at 100 Hz one in 20 see flicker
at 120 Hz flicker is gone

The pulse width does not affect the perception of flicker.
