Couldnt get your question too Clearly into my head but a piece of advice if it helps in anyway.
Instead of checkin the routines' states, y dont you make a table of the delays (or whatever) each routine(task) requests for and go on decresing them until they become zero and when they do just inform that particular task. Got my idea...(if I am in the right path).
