Bryan, not arguing "that is the way it is" but based on your statement you (and Keil) do not make sense.
an array Hello[10]
may be pointed to by indexes 0-9, but is still defined as 10 long.
thus a max size pdata array should be [256] to specify offsets 0 - 255
