My friend who is a software analyst always claims that his staff all form their own idea of the time a project will take. The longest time is then selected and the next higher unit chosen to set the actual time, so "It'll take a couple of days" becomes "it will take a couple of weeks" becomes "couple of months" etc.

Then if its a government job, they jump up TWO units !
