I thought it would be relatively cleaner, faster and quite easy to implement a prescaler using a simple digital counter and some basic digital logic... It would not be flexible, of course, in case you wanted to change the prescaler count. Also if the extra hardware means extra current consumption, cost and board space, doing it in software makes sense.
