I think, that a modern alternative to the stone edge 8255 device, is a CPLD. Lattice, Xilinx, Atmel and so on. If you chose a MACH4A or a XC9500 device, all u need is a JTAG interface cable - cost abt. 50 USD. Or you can make it quite simpel your self. Software for writing the logic is available free of charge on the web.

BTW - you dont need ports to connect a std. LCD to a 80C31. The standard HD44780 type displays are made to be memorymapped. All you need is some adressdecoding.
