If the problem you are trying to describe is driving a CMOS chip supplied by 12V with signals from a 5V supplied CMOS chip do as suggested above, but replace your 4094 with an Allegro chip. Allegro has chips with 5V logic and open collector outputs that can handle 12V (actually, I think to remember, up to 50V). These chips are driven via SPI which, basically is the same way you drive the 4094.
