All keyboard data is serial, if you look at the pinout of a keyboard you can see this. There are various sources on the net for using keyboards. Have a look on google. Finally, I don't think there is an IC to do this, each key had it's own unique serial code, this is translated by software into the correct value, so it's just an array of 255 bytes to make a keyboard mapping. Also keeping it in software makes the fabrication of a chip pointless. All you need is to create a set of keyboard maps in memory, then use jumper switches or something to select the right one!
